What matters for project planning
Two things drive mold here and only one of them is regulatory. The climate does most of it: humid northern Illinois summers condense moisture onto cool below-grade surfaces, while the heating season reverses the flow and puts warm interior moisture against cold attic sheathing — where a bath fan terminating inside the attic will stain and then rot it. The local framework supplies the other half. Because Naperville's stormwater plan relies on detention basins and overflow routes, a property's position relative to those routes often explains why the ground beside it stays wet, and unmaintained on-site stormwater control facilities are a common missed contributor.

Verify the property, not just the city
Citywide context cannot establish a parcel’s flood zone, historic designation, permit requirements, soil conditions, or concealed construction. Confirm the applicable details with the relevant governing authority and the selected provider prior to the start of work.
